CareFirst Blue Cross Blue Shield offers at least one individual health insurance policy to residents of the District of Columbia. You cannot be turned down from purchasing this policy because of any health conditions you may have. However, there is no limit on what price you may be asked to pay for a health insurance policy.
If you are having a problem with your state-regulated health plan and you are unable to resolve it with the plan directly, file a complaint with the Department of Insurance and Securities Regulation. They may be able to provide you with assistance in reaching a conclusion.

D.C. Healthy Families- State Children’s Health Insurance Program - (888) 557-1116
The D.C. Healthy Families program is the health insurance program designed to provide health insurance to children, adolescents under age 19 who live alone, pregnant women, and parents/guardians who may have too great an income to qualify for Medicaid, but who may not be able to afford health insurance. The D.C. Healthcare Alliance is a public-private partnership between the city and private healthcare providers in Washington, DC. The Alliance includes Greater Southeast Community Hospital, Chartered Health Plan, Unity Health Care, Children’s National Medical Center, The George Washington Hospital and the District of Columbia Department of Health. The goal of the Alliance is to help District residents take care of and improve their health and their family’s health. The objective is to provide residents easy access to a vast array of professional healthcare providers.
